Proper Role of Government
Article 1 – Section 1 – Minnesota State Constitution
Government is instituted for the security, benefit and protection of the people, in whom all political power is inherent, together with the right to alter, modify or reform government whenever required by the public good.
Citizen Legislature
Terry believes that it is vitally important that we create a system where all citizens feel comfortable participating in the legislative process. Our current system is oftentimes confusing for newcomers. Many times, it is so confusing that it creates an impregnable wall that prevents everyday citizens from getting involved. In order to combat this issue Terry is proposing the following:
- Constitutional Ammendment providing term limits for Governor, State Representatives, and State Senators – In 2007, this was proposed by Representative Shimanski. Terry would like to reconsider this bill, or some derivation of it.’
- A relaxation of campaign reporting laws for local and state offices – Terry is concerned that some of the campaign reporting laws are specifically designed to confuse new and low budget candidates. The laws should provide for open and honest elections, but should not be so hard to comply with that an ordinary citizen almost needs to consult a lawyer before running for office.
- Terry is proposing that the “State and Local Government Operations Reform, Technology and Election” committee of the Minnesota House should thoroughly examine all reporting requirements and assess whether they are affectively meeting their goals. Furthermore, they should make proposals on eliminating any requirement that is unduely restrictive and keeps ordinary citizens from running for office.
- Terry would like to see an online system developed for citizens to become informed and give feedback on specific bills, providing the legislatures with real time results from their constituents.
Political Power Comes From the People
All political power is given to the state government by the people. Therefore, we must ensure that elected officials are open and ready to solicit advice and ideas from the people. As a state legislator, I will keep my office open and honest. Furthermore, when my neighbors are concerned about a particular issue, I will not be afraid to bring it before the legislature.
Security
The State of Minnesota has an obligation to it’s citizens to uphold and enforce the laws that keep people safe and free. The primary purpose of law enforcement should be the safety of the citizens. We need to ensure that the state is providing the resources to get this job done.
I support well funded law enforcement and emergency services throughout the state. Our police and fire services should have the tools they need to perform their jobs safely and effectively.
